Puerto Rico Is a Platform, Not a Limit

Every October, as Hispanic Heritage Month winds down, we spend a lot of time celebrating identity. We should. But for CEOs, the more useful question is: what are we building from it?
Two Narratives, One Strategic Choice
Puerto Rico's economic conversation is still caught between two narratives. One focuses on familiar constraints: scale, infrastructure, demographics, fiscal complexity. The other points to an increasingly visible record of competitiveness in the life sciences, technology, creative industries, and export services, as well as companies that have learned to operate beyond the island. Both are real.
The strategic question is which one we choose to build around.
Puerto Rico as a Platform, Not Just a Market

Over the last decade, I have increasingly seen Puerto Rico not as a small market, but as a platform: a place to develop capabilities, test ideas, build talent, and scale outward.
That distinction matters because platforms are not measured only by what they attract. They are also measured by what they create and export.
The next stage of Puerto Rico's development cannot depend solely on outside investment.
It also requires more companies headquartered here that can sell expertise, products, intellectual property, technology, and brands into larger markets.
A Proof Point: Healthcare Revolution Partners
That is why the recent decision to base Healthcare Revolution Partners in Puerto Rico matters. The new organization, created through the strategic combination of Abarca Health and LucyRx, now brings together businesses serving more than 9 million members across the United States while maintaining their existing brands and leadership.
The signal is important: Puerto Rico is not just a place to operate from. It can also be the headquarters for a company designed to compete at national scale.
What CEOs Need to Build
That puts part of the responsibility squarely on the private sector. CEOs need to think beyond local market share and ask whether their organizations are being built to compete from Puerto Rico, not just within Puerto Rico.
That means investing in capabilities that travel: stronger management systems, better technology, deeper customer understanding, clearer positioning, more disciplined commercialization, and, where relevant, R&D and intellectual property. It also means treating resilience not merely as something we survived, but as an operating capability that can create value in other markets.
Translation, Not Reinvention
This is particularly important for established and family-owned companies. Puerto Rico does not need every business to become a startup. It needs more mature companies willing to modernize, professionalize, and take what they have learned over decades into new markets.
In many cases, the opportunity is not reinvention; it is translation, turning local knowledge, reputation, and operating strength into something that can travel.
